Fixed Payment Plan (FPP) takes your 12-month history at your current address and calculates your average monthly bill amount. Applications for the FPP program are accepted only during the months of October through March. Allowing you to begin the program building a credit in your "bucket". Quarterly reviews are done in January, April, July and October. Your new fixed quarterly amount will be based on your past usage and balance in the "bucket". Your calculated average is subject to fluctuate at this time based on usage and "bucket" amount. You are still responsible for the total energy used, which is notated on your monthly billing. This program is to help ED3 customers budget their monthly bills. FPP can be combined with TOU rate.

Variable Payment Plan (VPP) takes your recent 12-month history at your current address and calculates your average monthly bill amount. Each month your bill will fluctuate as it takes your newest billing into account. This differs from the Fixed Payment Plan (FPP). We suggest applying for this program in the fall as that is when the weather is cooler, and the bills are lower. Allowing you to begin building a credit in your "bucket". Monthly reviews are done to calculate your average and are subject to fluctuate at this time based on the current 12-month usage and "bucket" amount. You are still responsible for the total energy used, which is notated on your monthly billing statement. This program is designed to help our customers budget their monthly bills. VPP can be combined with TOU rate.

Pre-Paid Metering Program (PPM)* is a great alternative to our standard monthly billing, it is a self-managed account with no late fees or deposits! With PPM you are in control of your account, paying for your electricity before you use it. There is no cost to enroll in this program.

Time of Use (TOU)* is a program that has three (3) different periods throughout the year, Summer (May, June, September & October), Super Summer (July & August) and Winter (November to April). The on peak time is 2:00 p.m. to 9:00 p.m., Monday - Friday. Weekends and other hours are charged under the off peak rate.

Residential Service Time of Use Rate Program (EV TOU 2-10) Non-Distributed Generation with an Electrical Vehicle* is designed to benefit residential customers with electric vehicles who are willing to reduce their energy consumption during the peak cost periods. A peak cost period for Electrical District No. 3 is between 2:00 p.m. and 10:00 p.m., Monday through Friday. Super Off Peak hours are between 12:00 a.m. and 5:00 a.m. Off Peak hours are all other hours. This rate is available to residential customers who have EV chargers and vehicles.
